Download TopArrow and sign up with your email. You can then modify apps, and publish a derived version of an app you modified.

You can also create an app and use it only on your own computer. That needs no application.

Two ways to get it: it is granted automatically once derived versions you published have been used by 100 people in total; or apply in TopArrow, with a social account of at least 500 followers.
